Mr. Cethoute, a results-driven portfolio advisor and degreed
accountant with extensive knowledge of MSRB Rules, NYSE, FINRA and SEC
Regulations, joined SAMCO as a Managing Director in 2005. He has been
consistently successful in building strong relationships, assessing needs and
developing investment strategies that meet objectives of high net worth
clients. His expertise includes needs analysis and financial planning; legal,
tax and regulatory compliance; financial auditing and cost management;
staffing, team building and leadership; performance and productivity
management; fiscal, sales and training presentations; market analysis and
municipal bond trading; and operations streamlining and management.
From 1980 to 2003, he was at Morgan Stanley, Inc. in Dallas, TX.
From 1991 to 2003 he was an Investment Specialist in the Southwest Region. In
this position, he advised 450 regional advisors to minimize reinvestment,
interest rate and credit risk while maximizing returns for high net worth
individuals; determined investment strategies for the clients of each financial
advisor incorporating the optimal mix of stocks, mutual funds, corporate,
government and municipal bonds to meet the individual financial objectives of
each client; utilized his accounting background and knowledge of present tax
laws to position clients in favorable market environments; analyzed
municipalities' debt and revenue for investment worthiness; bought and sold
municipal bonds from primary and secondary markets nationwide; and leveraged
expertise in municipal bonds to motivate advisors to increase bond sales.
From 1986-1991, he was Operations Manager in the Municipal Bond
Department. He trained and supervised a staff of 6 operation professionals in
the coordination of payment and receipt of newly issued municipal bonds;
compared and resolved trade problems for the P&S department; reviewed and
balanced daily municipal bond inventory of $30mm; and analyzed account
statements, reconciled general ledger and prepared P&L reports.
Previously, he served as Operations Control Manager in the
Southwestern Service Center and Section Manager for the Trade Adjustment
Department. Mr. Cethoute has also been a soccer coach in a league of 3,000
children ages 5-19 and was a co-leader of his church group's effort to raise
$500,000 to help a community in Southern Haiti become self sufficient. Fluent
in English, French, and Creole, he has a BS in Accounting from the University
of Texas at Dallas in Richardson, TX.
